Job summary

TSMC Arizona is seeking a Workforce Development Program Manager to lead and coordinate complex programs for apprentices, intensives, and accelerators onsite in Phoenix. You will collaborate with external partners and government officials to align objectives and manage program lifecycles.

The role emphasizes stakeholder management, budget tracking, and compliance with employment laws, with leadership of coordinators and ongoing impact reporting to drive workforce growth.

Qualifications

• Bachelor's degree in Business, Human Resources, Learning & Development, Education, or related field.
• 10+ years project and program management experience in recruitment, training, or HR.
• Proven records in leading and supervising teams.
• Proven ability to manage internal and external stakeholders and cross-functional teams.
• Self-starter with ownership of projects and tasks.
• Able to adapt to start-up like environments and changes.
• Strong organizational skills and attention to detail.
• Proficient in MS Word, PowerPoint, Excel.

Responsibilities

• Oversee workforce development and organizational programs with cross-functional alignment.
• Strategize, design, execute and sustain workforce development initiatives.
• Manage onboarding, orientation, and program integration for participants.
• Track budgets and resource usage with stakeholders.
• Supervise workforce development coordinators to ensure high-quality execution.
• Generate impact reports for internal, partner and government requirements.
• Represent TSMC's programs at events and outreach activities.
• Develop internal resources, guides, and SOPs; ensure compliance with employment laws.
