Job summary

TSMC Arizona is seeking a Sr. Program Specialist (Workforce Development) to coordinate workforce strategy, funding obligations, and cross‑functional activities across HR, Finance, Legal, and Construction.

This office‑based role supports WSFOs under CHIPS DFA, ensuring timely execution, accuracy, and compliance with federal and state requirements. The position emphasizes data integrity, budget management, and stakeholder engagement to drive successful program outcomes and leadership briefings.

Qualifications

• Bachelor’s degree in a related field required.
• 3+ years in workforce development, program coordination, or internal operations.
• Experience coordinating cross-functional teams (HR, Finance, Legal, Operations).
• Strong data compilation, verification, and reporting skills.

Responsibilities

• Serve as internal hub coordinating with HR, Finance, Legal, and Construction to ensure WSFO activities execute on schedule.
• Identify internal bottlenecks and escalate only when executive decision is needed.
• Monitor milestones and ensure compliance with federal funding obligations.
• Support planning, execution, and tracking of workforce development and hiring programs.
• Drive end-to-end execution of workforce development programs and flag risks or delays.
• Prepare briefing materials and decision-support documents for leadership.
• Manage budgets and expenses for assigned programs and reconcile spending with Finance.
• Own OJT activities including apprenticeship program tracking and compliance.
• Coordinate with managers and mentors to verify training progress and address issues.
