Job summary

San Francisco Human Services Agency seeks a Workforce Development Administrative Manager to oversee CFET and related programs, ensuring compliance with Federal, State, and local rules while advancing equity and access. The role coordinates citywide planning, reporting, and partnerships to support economic mobility.

Under the Workforce Development Division, the manager leads initiatives such as the Public Service Trainee program and Workfare, guiding staff and partners to improve service delivery

Qualifications

• Possession of a baccalaureate degree from an accredited college or university.
• Four (4) years of full-time professional experience in a public, nonprofit, or private sector setting leading Workforce Development or Welfare to Work programs.
• Additional qualifying experience may be substituted for the required degree on a year-for-year basis.

Responsibilities

• Leads teams that provide front‑end employment services for participants required to engage in work activities as a condition of public benefits.
• Oversees Service Center lobby and clerical operations to ensure efficient service delivery, workflow management, and positive customer experience.
• Provides guidance and policy implementation for workforce services to ensure consistency, compliance, and equitable delivery.
• Manages the CFET program, including planning, implementation, operations, and interpreting State and Federal policies, including ABAWD requirements.
• Develops, implements, and manages the Public Service Trainee and Workfare programs by recruiting host agencies and coordinating with HR and partners.
