Qualifications

• Bachelor’s degree in Human Resources, Business Administration, Engineering, or related field.
• 5+ years of experience in workforce development, talent programs, university recruiting, or related areas.
• Experience with external partners such as educational institutions, workforce organizations, or industry associations.
• Strong understanding of early career recruiting and workforce pipeline development.
• Experience in construction, infrastructure, or engineering environments preferred.

Responsibilities

• Design and manage workforce development programs aligned with project staffing.
• Develop pathways from entry-level training to skilled roles, including OJT and apprenticeships.
• Forecast workforce needs with project leaders and HR.
• Track and report workforce metrics and program effectiveness.
• Support DBE/local hiring goals and community engagement.
