Job summary

ACCIONA is seeking a Project Director (Program Manager) to lead planning, coordination, execution and delivery of complex water infrastructure initiatives in Arizona. You will oversee development, design, construction, and engagement with stakeholders, regulators, and clients to meet safety, quality, and regulatory standards.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Project Management or related field.
• 10+ years managing large-scale infrastructure or water/wastewater construction projects, preferably in early development stages.
• Familiarity with Arizona regulatory frameworks and Water Rights Exchange mechanisms.
• Experience in DB, DBFOM, EPC, or complex multi-stakeholder delivery models.
• Professional certifications (PMP, CM, PE, CCM) strongly preferred.

Responsibilities

• Lead program and stakeholder leadership, including engagement with WIFA and regulators.
• Oversee design and construction, ensuring performance across scope, schedule, cost, and quality.
• Drive planning, budgeting, forecasting, and reporting with disciplined cost control.
• Coordinate across engineering, construction, and permitting teams to resolve technical challenges.
• Manage risks and ensure compliance with regulatory, environmental, and safety standards.
• Lead multidisciplinary teams to deliver high performance.
