Job summary

ACCIONA is seeking a Workforce Development Manager to lead the design, implementation, and management of workforce development programs across infrastructure projects. The role builds sustainable talent pipelines through partnerships with schools, community organizations, and universities, supporting local hiring and DBE-related initiatives.

Qualifications

• Bachelor’s degree required in HR, business, engineering, or related field.
• 5+ years in workforce development, talent programs, or university recruiting.
• Experience with external partners such as educational institutions or industry groups.
• Strong understanding of early career recruiting and pipeline development.
• Experience in construction, infrastructure, or engineering environments preferred.

Responsibilities

• Design and implement workforce development programs that support project staffing needs.
• Develop structured pathways from entry-level training to skilled employment, including OJT and apprenticeships.
• Forecast workforce needs with project leadership and align programs with timelines.
• Track and report workforce metrics such as participation and training outcomes.
• Support proposals with workforce development plans and local hiring strategies.
