ACCIONA seeks a Workforce Development Manager to design, implement, and manage workforce programs across infrastructure projects in the United States. You will build sustainable talent pipelines through partnerships with universities, schools, and community organizations, while supporting early career recruitment with Talent Acquisition.

Qualifications

• Bachelor’s degree in a relevant field and 5+ years of Workforce Development or university recruiting experience.
• Experience with external partners such as educational institutions and workforce organizations.
• Strong understanding of early career recruiting and workforce pipelines.

Responsibilities

• Design and implement workforce development programs to support staffing needs and long-term sustainability.
• Develop structured pathways from entry-level training to skilled employment, including OJT and apprenticeships.
• Forecast workforce needs with project leadership and HR to align programs with timelines.
• Track and report workforce metrics, including participation and outcomes.
• Support proposals by providing workforce strategies and local hiring commitments.
