Job summary

ACCIONA is seeking a Workforce Development Manager to lead programs across infrastructure projects, building sustainable talent pipelines through partnerships with schools, workforce organizations, and universities while supporting early career recruitment with the Talent Acquisition team.

The role collaborates with project leadership and HR to design training frameworks, On-the-Job Training, and apprenticeship pathways, track workforce metrics, and ensure local hiring and DBE participation

Qualifications

• Bachelor’s degree in Human Resources, Business Administration, Engineering, or related field preferred.
• 5+ years of experience in workforce development, talent programs, university recruiting, or related areas preferred.
• Experience working with external partners such as educational institutions, workforce organizations, or industry associations.
• Strong understanding of early career recruiting and workforce pipeline development.
• Experience in construction, infrastructure, or engineering environments preferred.

Responsibilities

• Lead design and management of workforce development programs across projects.
• Develop pathways from entry-level training to skilled employment, including On-the-Job Training (OJT) and apprenticeship initiatives.
• Forecast workforce needs with project leadership and HR to align development programs with project timelines.
• Track workforce metrics and program effectiveness.
• Support DBE and local hiring initiatives to meet contract commitments.
