Job summary

The City of New Haven is seeking a Talent Acquisition and Training Lead to join its Human Resources team in a hands-on role that extends beyond traditional recruitment. You will work across recruitment, testing, job analysis, training, employee relations, investigations, and coaching to support the City’s workforce.

The successful candidate will design and administer merit-based examinations, develop training programs, coach managers, and analyze workforce data to improve hiring and development

Qualifications

• Graduation from a four-year college with major coursework in Public Administration, Psychology, Industrial Relations, or a closely related field.
• A minimum of seven years of HR experience in a large-scale, multi-unit environment.
• Experience designing recruitment strategies, employee training and development, and employee relations.

Responsibilities

• Plan and manage recruitment, screening, and testing functions across multiple industries.
• Develop processes to attract qualified and diverse applicant pools; build partnerships with City organizations and educational institutions.
• Coordinate conditional offers and onboarding documentation; manage pre-employment requirements.
• Conduct job analyses and develop/update job descriptions and classifications.
• Develop and administer Civil Service examinations and selection processes; evaluate results.
• Advise on policies and practices; ensure compliance with laws and department procedures.
• Create and implement employee development and training programs; coach managers.
• Investigate workplace concerns; document findings and recommend actions.
