Job summary

The City of New Haven is seeking a Talent Acquisition and Training Lead to join our Human Resources team in a hands-on, professional role that extends beyond traditional recruitment.

You will work across HR functions including recruitment, exam development, training, employee relations, investigations, and manager coaching, contributing to a data-driven and compliant workforce strategy.

Qualifications

• Graduation from a four-year college or university with major course work in Public Administration, Psychology, Industrial Relations, or a closely related field.
• Seven years of business experience in increasingly responsible HR work with experience including but not limited to designing and leading recruitment strategies, employee training and development, employee relations, manager coaching and experience managing conflict.
• PHR, SPHR, IPMA-CP or IPMA-CS certification preferred

Responsibilities

• Plan and manage long- and short-term HR projects across recruitment, training, and classification.
• Lead recruitment, screening, testing, and onboarding within Civil Service constraints.
• Develop recruitment strategies and outreach to attract diverse applicant pools.
• Design and deliver employee training and development programs.
• Coach managers to improve staff performance and handle policy interpretation.
• Manage workplace investigations, EAP liaison, unemployment reviews, and 90-day probation processes
