Job summary

The City of Kirkland in Washington seeks a Senior Management Analyst - Solid Waste to oversee its solid waste contract and services, providing high‑level policy analysis and budget recommendations for the solid waste utility.

Responsibilities include developing rate studies, managing contracts, and supporting recycling and waste reduction initiatives, while coordinating with elected officials and department staff.

Qualifications

• Bachelor’s degree in business administration, public administration, economics, environmental sciences or related field.
• Five years of increasingly responsible public sector administrative, financial, and analytical work experience.

Responsibilities

• Provide complex analytical work for policy development, program and budget analysis; support elected officials and executive staff.
• Manage major solid waste contracts and programs, including rate studies and budget development.
• Draft, review and coordinate staff reports, contracts, ordinances and grants.
• Oversee solid waste budget components and contract performance; forecast staffing and material needs.
