Job summary

Massachusetts Department of Public Health is seeking a Chief Administrative Officer for Strategic Purchasing and Financial Compliance. This senior role reports to the CFO and leads department‑wide purchasing, contracting, and grant management, ensuring efficient use of public resources.

The CAO will develop and implement policies, strengthen internal controls, and guide executive leadership through complex fiscal decisions, audits, and compliance with federal and state requirements to support

Qualifications

• Seven years of full-time or equivalent professional/administrative experience in business/public administration.
• At least three years in a managerial capacity.
• Salary placement follows HRD guidelines and may be governed by bargaining units.

Responsibilities

• Direct department-wide strategic purchasing operations including encumbrance strategy and financial reporting.
• Lead strategic purchasing for goods, services, grants, and other agreements with focus on value and continuity.
• Oversee contracting activities from sourcing to contract closeout and statewide contract use.
• Establish department-wide policies, internal controls, and performance measures in line with Commonwealth and federal requirements.
• Advise CFO and leadership on purchasing strategies, policy, and risk management.
• Supervise senior managers and staff, building accountability and continuity for critical operations.
