Job summary

Colorado Department of Revenue seeks a proven Chief Administrative Officer to lead compliance, policy standardization, and the agency’s physical and operational infrastructure within the Executive Director’s Office.

The CAO oversees real estate strategy, capital budgeting, COOP and CORA governance, records management, cross-divisional operations, and policy development, partnering with HR on workforce planning and space optimization.

Responsibilities

• Direct statewide real estate and footprint optimization: lead strategic management, lease negotiations, and space optimization across central headquarters, regional offices, and secure facilities.
• Oversee capital budget requests for facility upgrades, tenant improvements, and office relocations with ADA compliance and improved wayfinding.
• Lead Continuity of Operations (COOP), disaster recovery, and business continuity planning to ensure resilience during emergencies.
• Spearhead Public Records Governance and CORA compliance, ensuring transparent handling of requests while safeguarding data.
• Direct agency-wide records management and transition of legacy archives to secure digital systems.
• Serve as the administrative bridge between programs and the Executive Director’s Office, overseeing resources for the Hearings Division.
• Oversee drafting and standardization of internal policies/SOPs and participate in the Executive Leadership Team.
• Lead the agency safety program and fleet management, coordinating with HR Risk Management to mitigate risks.
• Partner with Human Resources to align workforce planning, staffing projections, and hybrid/remote space utilization.
• Analyze operational capacity to eliminate bottlenecks and manage complex ad-hoc projects such as reorganizations.
