Description
The Massachusetts Department of Public Health (DPH) works to promote and protect health and wellness, prevent illness and injury, and advance equitable access to quality public health and health care services across the Commonwealth. We are seeking candidates for the Chief Administrative Officer (CAO) for Strategic Purchasing and Financial Compliance . This is a senior leadership position within the Office of the Chief Financial Officer (CFO) that helps ensure DPH has the financial and administrative infrastructure needed to carry out that mission. The position provides department-wide leadership across financial operations, strategic purchasing, procurement and contracting, federal grant administration, vendor management, and internal controls, helping DPH use public resources responsibly while supporting programs, hospitals, providers, and communities throughout Massachusetts.
Reporting to the CFO, the selected candidate will have the opportunity to influence how a large and complex public health organization manages resources, responds to changing federal and state requirements, and strengthens its administrative operations. This role is especially well suited for an experienced leader who enjoys solving complex problems, developing other leaders, and bringing together financial, operational, legal, and program perspectives to reach practical decisions. With significant independent decision‑making authority and responsibility for advising executive leadership, the CAO will help shape policies, modernize business practices, strengthen accountability, and protect the continuity of important public health programs during periods of changing priorities, funding pressures, and increased scrutiny.

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
