Job summary

The City of Lynn Haven, Florida is seeking an experienced Procurement Manager to develop and implement procurement strategies that optimize city purchasing and contracting across services. You will lead the procurement lifecycle, ensure compliance with state and local rules, and drive cost-saving initiatives while mentoring a team of procurement professionals.

The role requires a Bachelor’s degree and 5+ years in procurement, with strong negotiation, contract management, and communication skills

Qualifications

• Bachelor's degree in Public Administration, Business Administration, or related field.
• 5+ years of procurement and purchasing experience.
• Strong negotiation and contract management skills.
• Excellent communication and interpersonal abilities.
• Ability to work effectively in a fast-paced environment.
• Strong analytical and problem-solving abilities.
• CPPO or NIGP-CPP certification desirable.

Responsibilities

• Develop and implement procurement policies and procedures to ensure compliance with state and local laws and ordinances, and coordination among city departments.
• Assist with drafting RFPs, RFQs, and ITBs, working with department heads to articulate scopes of work and procurement details.
• Manage and oversee the procurement process from posting to bid acceptance.
• Monitor the bid process to ensure fairness.
• Collaborate with internal stakeholders to meet procurement needs.
• Ensure compliance with Florida state procurement rules and local ordinances.
• Develop and maintain relationships with vendors and suppliers.
• Identify cost-saving initiatives and process improvements.
• Lead and mentor a team of procurement professionals.
