Job summary

Broward County is seeking a qualified Purchasing Manager for the Operations sourcing section within the Purchasing Division. This role oversees procurement of goods and services for the County, including negotiations, vendor selection, and contract management to support emergency logistics and operations.

The position requires substantial public procurement experience, supervisory skills, and a Bachelor's degree, with preferred advanced credentials in procurement.

Qualifications

• Requires a Bachelor's degree in public or business administration or closely related field.
• Requires six (6) years in a centralized purchasing operation including four (4) years in public sector purchasing and supervisory experience.

Responsibilities

• Supervises staff to ensure tasks are completed accurately and timely; reviews reports submitted to the Board for quality control.
• Researches and recommends regarding sole source/sole brand requests; coordinates responses for whistleblower complaints and vendor debarment actions.
• Conducts procurement-related training for purchasing and non-purchasing staff; reviews drafts and assigns work to Purchasing Agents.
• Performs employee evaluations and sets goals; approves contracts and purchase orders per authority.
• Participates in meetings at various levels regarding potential, planned and in-progress projects.
• Drafts division policies and procedures; provides procurement direction; benchmarks policies and outputs to determine best practices.
