Job summary

The City of North Myrtle Beach seeks a seasoned Procurement Manager to supervise the Procurement Division and Warehouse Functions, handling public procurement activities and compliance with regulations. You will manage specifications and bids, negotiate contracts, oversee inventory and vendor records in the ERP, and provide purchasing support to all City departments.

This role requires extensive experience and a focus on transparency, competition, and fiscal stewardship across all city

Qualifications

  • Requires Bachelor's degree in Business, Finance, or Accounting.
  • Six (6) years of practical experience as a buyer and in purchasing and materials management supervision.
  • Note: The City retains the right to determine equivalencies.

Responsibilities

  • Assist the Purchasing Agent in directing and overseeing the activities of the Procurement Division, including staff instruction, workload planning, and standard maintenance.
  • Prepare, advertise and process bid and proposal packages; negotiate contracts using best-value concepts.
  • Monitor warehouse and inventory, including fuels, office supplies, general supplies, parts, and equipment; ensure compliance with environmental laws.
  • Review requisitions, purchase orders, contracts, and supplier documentation; manage records in ERP/e-procurement systems.
  • Provide purchasing support across City departments and coordinate specifications/works for purchases.

Education

Bachelor's degree in Business, Finance, or Accounting
