Job summary

City of Millcreek is seeking a Procurement Manager to lead the City's procurement and contracting program under the HR-Finance Director. The role establishes citywide purchasing processes, oversees purchase orders, solicitations, contract administration, and compliance with laws, policies, and budgets.

The incumbent trains staff, standardizes procedures, and ensures transparent, efficient procurement across departments.

Qualifications

• Bachelor's degree or higher in business-related field.
• 3–5 years of procurement/contract administration experience.
• Public-sector procurement experience preferred.
• Valid Utah Driver's License.
• Experience with procurement software and eProcurement platforms.

Responsibilities

• Maintain integrity of the public procurement process.
• Develop and administer citywide procurement program and internal controls.
• Oversee Purchasing Card program and vendor negotiations.
• Provide training and guidance to staff on purchases, solicitations, and contracts.
• Manage full PO lifecycle from requisition to payment.
• Prepare and issue IFB/RFP/RFQ and related documents.
• Evaluate bids for compliance and cost/quality.
