Qualifications

Under the direction of the HR-Finance Director, the Procurement Manager is responsible for the City's procurement and contracting program. This position establishes consistent Citywide purchasing processes and oversees purchase orders, competitive solicitations, contract administration, disposition of surplus property, and procurement compliance.

The Procurement Manager serves as the primary resource for all City departments and works collaboratively with staff to evaluate existing practices, standardize procedures, provide training and guidance, and ensure City purchases and contracts are conducted efficiently, consistently, and transparently in accordance with applicable laws, City policies, approved budgets, and established procedures.

This position has no supervisory responsibilities.

Essential Job Functions
  • Maintain the integrity of the public procurement process.
  • Develop, implement, and administer a coordinated Citywide procurement program that establishes consistent processes, responsibilities, approval requirements, documentation standards, and internal controls across all City departments.
  • Oversee the City's Purchasing Card program and recommend improvements as needed.
  • Serve as the City's primary procurement resource and provide ongoing training, technical assistance, and guidance to employees responsible for initiating or participating in purchases, solicitations, and contracts.
  • Manage the full purchase order lifecycle from requisition approval through delivery confirmation and payment authorization.
  • Prepare and issue formal solicitations including Invitations for Bid (IFB), Requests for Proposal (RFP), Request for Quote (RFQ), purchase orders, etc.
  • Prepare procurement reports, bid tabulations, and award recommendations for review by department leadership and governing boards. Evaluate vendor bids and proposals for technical compliance, pricing, and conformance with specifications.
  • Negotiate contract terms, pricing, and delivery schedules with vendors while adhering to procurement statutes and City policies. Administer contracts for performance compliance, handling change orders, vendor disputes, and delivery discrepancies.
  • Conduct market research to establish independent cost estimates and identify qualified suppliers for needed goods and services.
  • Maintain procurement and contract documentation in compliance with public records laws and City retention requirements.
  • Coordinate with department heads and end users to develop clear, competition-promoting technical specifications.
  • Ensure all procurement actions comply with federal, state, and local procurement laws, ethics regulations, and grant funding requirements.

Qualifications

MINIMUM QUALIFICATIONS

  • Bachelor's degree from a regionally accredited college or university in business administration, finance, accounting, supply chain management, procurement, or a closely related field.
  • Three (3) to five (5) years' of professional experience in procurement, contract administration, finance, or a closely related field required.
  • Minimum of three (3) years' experience with public-sector or governmental procurement preferred.
  • An equivalent combination of education and experience may be considered.
  • Valid Utah Class D Driver's License required.
  • Experience with integrated financial management and procurement software required.
  • Professional procurement certification, such as Certified Public Procurement Officer (CPPO), NIGP-Certified Procurement Professional (CPPs), Certified Professional Public Buyer (CPPB), or equivalent certification, preferred.
  • Considerable experience using the state's eProcurement platform preferred.
Knowledge, Skills, & Abilities
  • Articulate specification-writing skills, including the ability to clearly describe requirements without indicating or favoring a preferred brand.

  • Ability to exercise initiative and independent judgment, work on multiple procurements and deadlines, maintain confidentiality, and work effectively in a busy and often stressful environment.
  • Strong attention to detail and the ability to review specifications, solicitations, contracts, supporting documentation, and financial information for accuracy, completeness, consistency, and compliance.
  • Proficiency with Microsoft Office and other technology and software used in procurement, contract management, and financial operations.
WORKING CONDITIONS
  • Environment: Work is performed primarily in a standard office environment, with occasional travel to City facilities, vendor locations, meetings, training sessions, or conferences. The position generally involves light physical effort and comfortable working conditions.

  • Attendance/Work Schedule: Regular and reliable attendance is required. The employee is generally expected to work in City offices during normal business hours, with scheduling flexibility subject to Department Head approval. The employee may occasionally be required to work extended hours, including evenings, to attend City Council meetings, procurement proceedings, public meetings, or other work-related activities.
