Job summary

Thomson Reuters is seeking a Program Manager to define, scope, and lead large, complex programs delivering on strategic objectives. You will oversee a portfolio of interconnected projects and partner with senior leadership to ensure program outcomes drive measurable business value.

The role emphasizes governance, planning, and delivery frameworks, managing budgets of $10M+, and coordinating 30–50 team members across agile and waterfall environments.

Qualifications

• 8+ years of project/program management experience, with at least 3 years leading programs or multiple project teams.
• Proven track record delivering large, complex, high-visibility programs with significant business impact.
• Experience managing program budgets of $10M+ and optimizing resources across multiple projects.

Responsibilities

• Define and lead the program vision, roadmap, and governance framework for a portfolio of interconnected projects aligned to strategic business objectives.
• Lead a program team of 30-50 people and foster accountability, collaboration, and continuous improvement.
• Partner with C-level executives and steering committees on program vision, priorities, and board-level communication.
• Implement enterprise risk frameworks across the program; identify, assess, and mitigate strategic risks.
• Manage program budgets across projects and optimize resource allocation; maintain reserves.
• Establish multi-year program roadmaps, synchronize project interdependencies, and lead program increment planning using agile and waterfall methods.
• Define program-level OKRs and value metrics; measure outcomes and deliver executive reporting.
• Lead organizational change programs and drive adoption of new tools and processes.
• Establish governance and ensure compliance across multiple regulatory domains and vendor ecosystems.
