Job summary

The South Carolina Department of Social Services is seeking a Procurement Manager I to oversee complex procurements, develop solicitations, and ensure compliance with agency policies. You will manage contract execution, vendor performance, and staff training within the Division of Procurement Services.

The role requires coordinating bid processes, evaluating proposals, and ensuring postings meet regulatory standards. A Master’s or Bachelor’s degree with relevant experience is expected.

Qualifications

• Master’s Degree with procurement or related field and 1+ year of procurement experience.
• Bachelor’s Degree with 3+ years of procurement experience.
• Associate Degree with 5+ years of procurement experience.

Responsibilities

• Oversee agency procurements and contracts while applying established policies and regulations.
• Develop solicitations, issue amendments, and manage bid/proposal evaluations for award decisions.
• Lead contract development and management, ensuring deliverables and measurable outcomes.
• Review contract performance and coordinate vendor remediation as needed.
• Provide contract writing training and updates to policy and process guidance.
