Job summary

State of South Carolina seeks an experienced procurement professional to lead solicitation development, bid evaluation, and contract administration for Health/Human Services and other agencies.

Responsibilities include ensuring compliance with the Consolidated Procurement Code, guiding panels, negotiating terms, and providing guidance to end users. A bachelor's degree and state procurement experience required; travel and ESF7 duties may apply.

Qualifications

• Bachelor's degree and experience in procurement, contract management, or an approved acceptable equivalence.
• Two years of government procurement or purchasing experience.
• Experience with SCEIS and Microsoft Office Suite programs.
• Valid driver's license for statewide travel.
• CPPB or CPPO certification preferred.

Responsibilities

• Develops solicitations to ensure compliance with the Consolidated Procurement Code, regulations, and SOPs.
• Evaluates procurement responses to ensure responsiveness and competitiveness; guides award decisions.
• Negotiates terms and drafts final contract documents; provides complex procurement support.
• Provides ongoing contract administration and resolves issues with contractors and end users.
• Acts as ESF7 lead representation when Emergency Operations Center is activated; expects occasional overnight travel.
