Job summary

State-of-South-Carolina is seeking a procurement professional to manage solicitations, bid evaluations, contract drafting, and award determination within the SC Consolidated Procurement Code and MMO policy. You will develop and review documents, conduct market analysis, and ensure compliance.

You will lead procurement panels, negotiate terms, provide ongoing contract administration with end users, and serve as a lead ESF7 representative during emergencies, including travel as required.

Qualifications

• Bachelor's degree in procurement/related field and procurement/contract management experience.
• Experience with government procurement and South Carolina processes.
• Two years of procurement experience; CPPB/CPPO preferred.
• Knowledge of SC Consolidated Procurement Code and MMO policy; familiarity with market analysis and source selection.

Responsibilities

• Develop solicitations prior to posting to ensure compliance with SOPs and the Consolidated Procurement Code.
• Evaluate responses to procurements to ensure offers are responsive and responsible; document award determinations.
• Negotiate terms and draft final contract documents; manage panel discussions and provide required tools.
• Provide ongoing contract administration with end users; resolve issues and escalation as needed.
• Serve as a lead ESF7 representative during emergencies; travel may be required.
• Assist other procurement managers with complex procurement tasks as directed.
