Job summary

Housing Authority of the City of Pittsburgh seeks a procurement professional to oversee purchasing activities in accordance with all applicable rules and regulations. The incumbent oversees the standardized competitive bid process, reviews and approves all purchase orders, and monitors purchasing activities throughout the Authority.

All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals, and objectives.

Qualifications

• Bachelor’s degree required or equivalent experience in procurement or business admin.
• Public sector experience is preferred; combination of education and experience considered.
• Valid driver’s license and insurability may be required per agency policy.

Responsibilities

• Oversee standardized competitive bid procurement procedures; initiate bid requests and analyze bids.
• Review all purchase orders and ensure compliance with policies and regulations.
• Monitor procurement activities and assist with implementing new procurement systems.
• Coordinate between departments and vendors to ensure timely, compliant purchases.
• Maintain up-to-date operating manuals and internal reporting processes.
