Job summary

Housing Authority County of San Joaquin (HACSJ) is seeking a Procurement Manager to lead the development, administration, and oversight of procurement and contracting for HACSJ and Delta Community Developers Corp. This role ensures compliance with HUD regulations, federal and state procurement laws, and agency policies.

Qualifications

• Bachelor’s degree required in public administration, business, economics, or a closely related field.
• Five (5) years of progressively responsible experience in public procurement, contracting, or compliance; supervisory experience preferred.
• Experience with HUD regulations, federal procurement, and vendor management is desirable.

Responsibilities

• Manages and administers the procurement program for HACSJ and DCDC.
• Oversees procurement of commodities, professional services, and other contracts.
• Prepares and administers RFPs, IFBs, RFQs, evaluation reports, negotiations, and contract documents.
• Coordinates procurement strategies aligned with organizational goals.
• Conducts contract negotiations and ensures funding availability.
• Oversees vendor verification and maintains procurement documentation.
• Develops internal controls and procurement policies to improve compliance.
