Job summary

The Idaho Transportation Department is seeking a Buyer to join our team at Headquarters in Coeur d'Alene, Idaho. You will handle purchasing, research, vendor relations, and financial stewardship to secure quality goods and services at the best value for ITD.

As a Buyer, you will evaluate bids, negotiate solutions, and ensure purchases comply with state laws and ITD policies, while supporting multiple ITD units statewide.

Qualifications

• Knowledge of purchasing methods and lifecycle costing.
• Experience operating a personal computer.
• Ability to prepare bid specifications.
• Experience evaluating vendor quotes and purchases.
• Ability to issue purchase orders and use PCard.
• Familiarity with purchasing laws and ITD policies.
• Forklift experience (daily).
• CPPB or CPPO certification preferred.

Responsibilities

• Research and process requests for purchases of equipment and services for ITD HQ and districts.
• Prepare specifications and solicitations; ensure compliance with laws and ITD policies.
• Explain purchasing rules to vendors and ITD staff.
• Review quotes and proposals; perform value analysis for best value.
• Advise ITD staff on product updates and availability.
• Resolve issues with faulty products or incorrect orders.
• Create purchase orders and enter information into ITD's financial system.
• Meet with vendors to learn about new products and share information.
