The Idaho State Tax Commission is hiring a Senior Buyer to join Financial Services. In this role, you will purchase supplies, services, materials, and equipment for the agency, manage contracts in partnership with the Division of Purchasing, and support requesters through every step of the procurement lifecycle. You will research and perform value analysis on products, services, and equipment, help plan the agency's annual purchasing needs, and provide reporting that keeps leadership informed.
Duties and responsibilities include, but are not limited to:
1. Purchasing. Determines product, equipment, and service requirements. Determines methods of acquisition. Prepares specifications, selects vendors, and requests written bids or telephone quotes on purchases within delegated authority. Reviews and evaluates bids and records bid information, including vendor price, payment terms, and delivery. Issues awards. Prepares bids and RFPs that may include value analysis, life cycle costing, and weighted value procedures for purchases processed through the Division of Purchasing. Reviews, evaluates, and recommends bid awards to the Division of Purchasing. Advises users about product and service availability, specification preparation, and procurement policies, procedures, and legal requirements. Resolves vendor and user conflicts. Obtains and issues emergency purchase authorizations.
2. Product and Service Research and Value Analysis. Conducts research to identify products, services, and equipment for potential agency use. Requests information about products and services and may meet with vendors directly. Performs value analysis, weighing quality, price, source of supply, delivery date, shipping charges, and product cost. Performs life cycle costing, including long term maintenance and residual value, to support sound purchasing decisions.
3. Procurement Administration and Agency Support. Manages contracts in partnership with the Division of Purchasing. Enters and manages requisitions and supports requesters throughout the procurement lifecycle. Helps plan the agency's annual purchasing needs and prepares related reporting. Closes out procurement packages and supports year end accounting processes.
4. Supervision. Provides advice, training, and consultation on purchasing methods, procedures, and agency requirements to staff or personnel with delegated purchasing authority. Implements changes to improve workflow. Prepares correspondence and maintains effective relationships with vendors, requesters, and purchasing staff. Ensures proper record keeping.
