Job summary

ANSER is seeking a Microelectronics Industrial Base Analyst to support the IBAS program within the Office of the Assistant Secretary of War for Industrial Base Policy. You will assess the U.S.

and allied microelectronics industrial base, focusing on semiconductor manufacturing, advanced packaging, trusted electronics, and supply chain resilience. You will provide strategic analyses and recommendations to support CHIPS and Science Act efforts, DoW initiatives, and broader national security goals

Qualifications

• Active Secret clearance with ability to obtain and maintain Top Secret.
• 5+ years of experience supporting semiconductors, microelectronics, defense acquisition, or related programs.
• Familiarity with CHIPS and Science Act and federal semiconductor initiatives.
• Experience developing executive briefs and written products for senior officials.
• Proficiency with Microsoft Office tools including Word, Excel, PowerPoint, and SharePoint.

Responsibilities

• Assess the U.S. and allied microelectronics base to identify capability gaps and vulnerabilities.
• Evaluate industrial base risks and support investment prioritization and executive products.
• Analyze semiconductor ecosystems across wafer fabrication, packaging, and testing capabilities.
• Evaluate impact of CHIPS and Science Act investments on capacity and resilience.
• Develop strategic analyses and supporting materials for IBAS and DoW initiatives.
• Coordinate with government, FFRDCs, industry, academia, and manufacturers.
• Prepare white papers, executive briefings, and congressional responses for leadership.
