Job summary

ANSER is seeking an Energy Storage and Battery Industrial Base Analyst to support the IBAS program within the Office of the Assistant Secretary of War for Industrial Base Policy. You will evaluate manufacturing capabilities, supply chains, and emerging technologies for defense modernization and national security objectives.

The role can be based at ANSER Headquarters in Arlington, VA, or Mark Center in Alexandria, VA, or performed via telework within the National Capital Region.

Qualifications

  • Active SECRET clearance with ability to obtain TOP SECRET.
  • Bachelor's degree in Engineering, Materials Science, Chemistry, Physics, Industrial Engineering, Supply Chain Management, or a related field.
  • Minimum of three (3) years of relevant DoD/defense industrial base or related experience.
  • Minimum of three (3) years of hands-on manufacturing/RDT&E experience, including production site facilitation or lifecycle engineering.
  • Knowledge of battery chemistry, energy storage technologies, and domestic supply chains.
  • Direct experience supporting hardware development or sustainment within a U.S. Military Service or related organization.
  • Strong analytical, technical writing, and communication skills.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint).
  • Lean Six Sigma Green Belt or higher is a plus.

Responsibilities

  • Assess the U.S. and allied industrial base for lithium-ion, solid-state, sodium-ion, and next-generation battery technologies.
  • Evaluate supply chains for critical battery materials and minerals.
  • Identify manufacturing capability gaps and recommend investments to strengthen domestic production and resilience.
  • Support IBAS, DPA, and other industrial base investment initiatives for battery manufacturing and storage.
  • Conduct market research, technology assessments, and industrial capability analyses for strategic investments.
  • Analyze risks from foreign sourcing and geopolitical dependencies affecting defense systems.
  • Coordinate with Government agencies, industry partners, labs, and academia to advance battery technology.
  • Monitor emerging battery technologies, manufacturing innovations, and energy storage trends.
  • Support budget development, project execution, and performance tracking for industrial base investments.
  • Prepare executive briefings, white papers, and analytical reports for senior leadership.
  • Respond to RFIs and document meeting minutes and actions.
  • Conduct outreach, site visits, and strategic engagements as a technical advisor.
