Job summary

IT Veterans, LLC seeks a Subject Matter Expert (SME) Knowledge Manager to support the WHCA modernization portfolio in Washington, DC. The role owns the requirements baseline, maintains end-to-end traceability, and ensures proper records and documentation as part of the official record.

The SME will link requirements, projects, and solutions to applicable authorities, provide executive summaries or detailed program information, and develop dashboards within Jira and Confluence to improve

Qualifications

Active TS/SCI clearance.
Bachelor's degree plus 12+ years in knowledge/requirements/records management or related field; master's preferred.
Minimum 10 years of hands-on Jira/Confluence experience including design, workflow, dashboards, and JQL.
Jira/Data Center experience required.
Knowledge of federal records management under Title 44; understanding DoD authorities.

Responsibilities

Design, administer, and govern Jira and Confluence as the authoritative knowledge system.
Capture, baseline, and trace requirements with unique identifiers and configuration control.
Establish bidirectional traceability from requirements to design, testing, and fielded solutions.
Maintain authority traceability linking requirements to statutes and DoD/WHCA policies.
Develop executive summaries and detailed views for senior leadership.
Produce on-demand portfolio reporting across modernization efforts.
Enforce knowledge management standards including taxonomy and records retention.
Develop dashboards and reporting automation in Jira/Confluence.
Serve as primary contact for knowledge/requirements management questions.
Brief senior leaders on status, risks, dependencies, and decisions.
