Job summary

IT Veterans is seeking a Subject Matter Expert (SME) Knowledge Manager to support the WHCA modernization portfolio in Washington, DC. This role owns the requirements baseline and ensures end-to-end traceability from leadership through fielded solutions, while maintaining compliance with applicable Title 10, Title 50, Title 40, and Title 44 authorities.

Qualifications

Active TS/SCI clearance required.
10+ years in knowledge/requirements management in federal context.
Experience with Jira and Confluence design, dashboards, and JQL.
Experience maintaining requirements traceability across multi-project portfolios.
Understanding of DoD/WHCA policies and Title 10/50/40/44 authorities.

Responsibilities

Design, administer, and govern Jira and Confluence as the authoritative system of record.
Capture, baseline, and decompose requirements from WHCA leadership and engineers.
Maintain bidirectional traceability from requirements to designs and fielded solutions.
Develop authority traceability linking requirements to statutes and directives.
Create executive summaries and detailed reports on risks, dependencies, and status.
Establish knowledge management standards, templates, and records disposition.
Produce dashboards and automated reporting within Jira/Confluence.
Serve as primary point of contact for requirements/knowledge management questions.
Brief leadership on status, risks, and program information.
Train staff on requirements management and system-of-record practices.
