Job summary

GovCIO seeks a Subject Matter Expert (SME) Knowledge Manager to support the WHCA modernization portfolio in the National Capital Region. The role owns the requirements baseline and ensures end-to-end traceability for all program solutions, on site in DC.

You will design, administer, and govern Jira and Confluence as the system of record, maintain linkage from requirements to fielded solutions, and brief senior leaders on status, risks, and actions.

Qualifications

• Active TS/SCI clearance with Yankee White eligibility.
• Bachelor's degree and 12+ years in knowledge/records management; Master's preferred.
• Minimum 10 years as Jira/Confluence power user; expertise in dashboards and JQL.
• Experience building requirements traceability matrices for multi-project portfolios.
• Knowledge of Title 44, DoD 5015.02-STD, and related authorities.
• Experience in a TS/SCI environment.
• At least one Atlassian certification: ACP-610/ACP-620 or Confluence badge.

GovCIO is currently hiring a Subject Matter Expert (SME) Knowledge Manager to support the White House Communications Agency (WHCA) under the Maverick task order. The Knowledge Manager owns the requirements and knowledge baseline for the WHCA modernization portfolio. This position will be located in the National Capital Region and will be onsite within the United States.

Responsibilities

The SME documents and tracks every requirement, maintains end-to-end traceability from requirement to fielded solution, and ensures that traceability is preserved as part of the official record. The SME maintains at-a-glance linkage between each requirement, project, and solution and the statutory or policy authority under which it is executed (including Title 10, Title 50, Title 40, and Title 44) and can deliver either an executive summary or exhaustive detail on any modernization effort on demand.

• Design, administer, and govern the Jira and Confluence environment as the authoritative system of record for requirements, decisions, and project knowledge across the WHCA modernization portfolio.
• Capture, decompose, and baseline requirements from WHCA leadership, the Task Force Lead, and government engineering staff; assign unique identifiers and maintain configuration control over the requirements set.
• Build and maintain bidirectional traceability from each requirement through design, implementation, test, and fielded solution, with change history preserved for the official record.
• Maintain an authority traceability layer that links each requirement, project, and solution to its governing statute, directive, or authorization (Title 10, Title 50, Title 40, Title 44, and applicable DoD and WHCA directives), and produce at-a-glance authority views for leadership and oversight bodies.
• Produce on-demand portfolio reporting at both summary and full-detail levels: status, dependencies, risks, decisions, and open actions across all modernization projects.
• Establish and enforce knowledge management standards: taxonomy, metadata, templates, naming conventions, access controls, and retention and disposition rules consistent with Title 44 records requirements and DoD records management policy.
• Develop dashboards, structured queries, and reporting automation in Jira and Confluence to reduce manual status collection.
• Serve as the single point of contact for requirements and knowledge questions from WHCA leadership; brief senior military and civilian leaders.
• Train and coach project leads and engineers on system-of-record discipline; audit compliance.

Qualifications

Bachelor's with 12+ years (or commensurate experience)

Required Skills and Experience

• Clearance Required:Active TS/SCI clearance with Yankee White eligibility.
• Bachelor's degree and 12 or more years of progressive experience in knowledge management, requirements management, or records management; Master's preferred.
• Minimum 10 years of hands‑on experience as a Jira and/or Confluence power user, including project and space design, workflow and issue‑type design, custom fields, dashboards, filters, structured queries (JQL), and page and template architecture; Data Analysis experience required.
• Demonstrated experience building and maintaining requirements traceability matrices for large, multi-project technical portfolios.
• Working knowledge of federal records management obligations under Title 44 and DoD 5015.02-STD, and of the distinction between Title 10, Title 50, Title 40, and Title 44 authorities as they apply to DoD IT and communications programs.
• Experience supporting knowledge or requirements management in a TS/SCI environment.
• At least one current Atlassian certification: ACP-610 Managing Jira Projects for Data Center, ACP-620 Managing Jira Projects for Cloud, or the Confluence Space Administration Pro Skills Badge.

Preferred Skills and Experience

• Ability to move between executive summary and exhaustive technical detail in writing and in briefings.
• Second Atlassian project-level credential; ACP-100 Jira Administration for Data Center is a plus but not expected for this role.
• ICRM Certified Records Manager (CRM) or Certified Records Analyst (CRA).
• IREB CPRE Advanced Level (Requirements Management), IIBA CBAP, or PMI-PBA.
• KM Institute Certified Knowledge Manager (CKM).
• Experience with Jira and Confluence in air-gapped or multi-enclave environments, including cross-domain content handling.
• Experience with Presidential, SAP, or other high‑consequence communications programs.
• Prior military or government service in a communications, intelligence, or acquisition role.
