Job summary

Think Consulting seeks an experienced SME Knowledge Manager to govern requirements, decisions, and organizational knowledge for a large federal modernization program. You will own Jira/Confluence as the system of record, establish traceability from requirements through deployment, and deliver executive dashboards for status, risks, and decisions.

The ideal candidate holds TS/SCI clearance, 12+ years in knowledge or records management, and multiple Atlassian certifications.

Position Overview

We are seeking an experienced Subject Matter Expert (SME) Knowledge Manager to serve as the primary authority for requirements management, knowledge governance, and portfolio traceability across a large-scale federal modernization initiative. This role is responsible for maintaining the authoritative system of record for program requirements, decisions, project documentation, and organizational knowledge while ensuring full lifecycle traceability from initial requirement through deployment and sustainment.

The ideal candidate will provide both executive-level summaries and detailed technical reporting, ensuring stakeholders have clear visibility into project status, dependencies, risks, decisions, and compliance obligations. This position requires extensive expertise with Atlassian Jira and Confluence, federal records management practices, and complex technical program environments.

Key Responsibilities

• Administer and govern Jira and Confluence as the authoritative repositories for requirements, decisions, project information, and organizational knowledge.
• Capture, analyze, decompose, and baseline requirements from program leadership and technical stakeholders while maintaining configuration control and version history.
• Establish and maintain end-to-end traceability from requirements through design, development, testing, implementation, and operational deployment.
• Ensure project artifacts, requirements, and solutions are linked to applicable statutory, regulatory, policy, and governance authorities.
• Produce portfolio-level reporting, dashboards, and executive briefings that provide visibility into project status, dependencies, risks, decisions, and action items.
• Define and enforce enterprise knowledge management standards, including taxonomy, metadata, templates, naming conventions, access controls, and records retention requirements.
• Develop automated reporting, dashboards, structured queries, and analytics within Jira and Confluence to improve data quality and reduce manual reporting efforts.
• Serve as the primary point of contact for requirements management and knowledge governance inquiries from senior leadership and program stakeholders.
• Brief executive, military, civilian, and technical audiences on program progress, requirements status, and organizational knowledge initiatives.
• Train project teams, engineers, and program personnel on knowledge management best practices and system-of-record processes while conducting compliance reviews and audits.

Required Qualifications

• Active TS/SCI security clearance.
• Bachelor's degree and 12+ years of experience in knowledge management, requirements management, records management, or a related discipline. Master's degree preferred.
• Minimum of 10 years of hands‑on experience administering and leveraging Atlassian Jira and Confluence, including:
  • Workflow design and administration
  • Custom fields and issue-type configuration
  • Dashboards and reporting
  • JQL development
  • Space architecture and template management
  • Data Center environments
• Demonstrated experience building and maintaining requirements traceability across multiple concurrent technical projects.
• Strong understanding of federal records management principles, governance requirements, and compliance frameworks.
• Experience supporting knowledge management, requirements management, or program governance within classified environments.
• Current Atlassian certification such as:
  • ACP-610 Managing Jira Projects for Data Center
  • ACP-620 Managing Jira Projects for Cloud
  • Confluence Space Administration Pro Skills Badge
  • Equivalent certification

Preferred Qualifications

• Exceptional ability to communicate complex technical information to both executive and technical audiences.
• Additional Atlassian certifications, including Jira Administration credentials.
• Records management certifications such as:
  • Certified Records Manager (CRM)
  • Certified Records Analyst (CRA)
• Requirements management or business analysis certifications such as:
  • IREB CPRE
  • IIBA CBAP
  • PMI-PBA
• Certified Knowledge Manager (CKM) or related knowledge management certification.
• Experience operating Jira and Confluence within secure, multi‑enclave, or air‑gapped environments.
• Experience supporting mission‑critical communications, intelligence, defense, or enterprise modernization programs.
• Prior military, federal government, communications, intelligence, acquisition, or technology program experience.
