Job summary

GovCIO is seeking a Subject Matter Expert Knowledge Manager to support the White House Communications Agency (WHCA) under the Maverick task order. The role is onsite in the National Capital Region and focuses on owning the knowledge baseline for the WHCA modernization portfolio.

The SME will maintain traceability from requirements to fielded solutions, govern Jira/Confluence as the system of record, and produce executive summaries or detailed briefings on demand.

Qualifications

• Bachelor's degree with 12+ years of progressive experience in knowledge management, requirements management, or records management.
• Clearance required: Active TS/SCI with Yankee White eligibility.
• Minimum 10 years as a Jira/Confluence power user with design, dashboards, filters, and JQL.

Responsibilities

• Design, administer, and govern Jira and Confluence as the system of record for requirements and project knowledge across the WHCA modernization portfolio.
• Capture, baseline, and maintain requirements with unique identifiers and configuration control.
• Build bidirectional traceability from requirements to design, implementation, tests, and fielded solutions.
