Job summary

Penn State IT is seeking a Senior Director of IT Service Strategy to lead the transition to a service-optimized operating model. You will oversee all Service Owners across Platform, Mission, and Unit portfolios, driving service governance, performance analytics, and value realization for the university.

Reporting to the Deputy CIO, you will partner with executive leaders to align services with institutional priorities, build service ownership capabilities, and promote a customer-focused culture

Qualifications

• Strong leadership experience in IT service management, service delivery, portfolio management, or related disciplines.
• Experience coaching leaders and establishing consistent operating practices across a complex organization.
• Understanding of ITSM, service governance, service portfolio management, and lifecycle management.
• Experience establishing performance metrics, SLAs, and accountability frameworks.
• Proven ability to align technology services with organizational priorities and drive investments.

Responsibilities

• Lead and develop the Service Owner function across enterprise, mission, and unit-focused services; establish operating practices; build capabilities for high-quality outcomes.
• Define service planning processes, performance measures, SLAs, and governance standards for consistent delivery.
• Drive portfolio performance, manage costs, track stakeholder satisfaction, and report on performance.
• Partner with Service Owners to develop business plans, value propositions, SLAs, and market-informed assessments.
• Identify cross-portfolio opportunities, reduce duplication, and promote shared solutions.
