Job summary

PM2CM is seeking an experienced Contract Administrator - IT Purchasing Specialist to lead and manage IT procurement activities. The role entails strategic sourcing, contract negotiation, and compliance oversight to ensure lawful, transparent procurement outcomes.

Qualifications

• 7+ years of procurement, contract administration, or purchasing experience, preferably in public sector and IT procurement.
• Bachelor's degree in Business, Public Administration, Supply Chain Management, or related field (or equivalent additional experience).
• Thorough knowledge of California public procurement laws and regulations.
• Understanding of software licensing models (SaaS, subscription, perpetual) and technology procurement considerations.
• Proficiency with Microsoft Office (Excel), SAP, and data tracking/reporting tools such as Adobe Acrobat; PMIS systems strongly preferred.
• Excellent communication skills (written and verbal) and ability to collaborate across multidisciplinary teams.
• Strong organizational skills with the ability to prioritize and manage deadlines.
• Demonstrated professionalism, discretion, and integrity in handling sensitive contracts and negotiations.

Responsibilities

• Plan and execute procurement strategies for a broad range of IT products and services.
• Lead the full procurement lifecycle from needs assessment through contract award and close-out.
• Provide strategic recommendations on sourcing approaches and cost savings.
• Ensure procurement compliance with California Public Contract Code and district policies.
• Liaise with internal stakeholders and external partners to facilitate procurement.
• Monitor contract performance and generate regular compliance reports.
• Maintain data within SAP, PMIS, and other systems.
• Maximize utilization of cooperative contracts to achieve cost advantages.
• Perform additional duties as assigned by the Director of Contracts.
