Job summary

Administration for Children’s Services (ACS) in New York City seeks an IT Project Specialist to manage the full lifecycle of IT contracts and coordinate with vendor partners and city agencies. The role requires strong procurement knowledge and meticulous oversight of budgets and SLAs.

The selected candidate will interact with OIT, ACCO, Finance, Legal, and OMB to secure approvals and funding while ensuring compliance with PPB rules and city procurement processes.

Qualifications

• Bachelor's degree in a computer science, engineering, or related field and 4 years full-time experience.
• Alternative: Associate degree and 6 years related experience.
• Alternative: 8 years total experience with relevant specialization.
• Equivalent combination of education and experience accepted.

Responsibilities

• Manage full lifecycle of IT contracts: procurement, execution, amendments, renewals, closeouts.
• Develop and oversee RFIs, RFQs, RFPs with transparency and PPB compliance.
• Prepare proposals for vendors and evaluate responses.
• Analyze bids to ensure contractual compliance with ACS policies.
• Ensure signed contracts are communicated to relevant parties for visibility.
• Collaborate with ACCO, Finance, Legal, and OMB for approvals and funding.
• Maintain contractual records and documentation for all projects.
• Oversee contract close-outs, extensions, and renewals.
• Monitor expenditures, variances, and trends in IT contracts and inter-agency agreements.
• Serve as primary liaison between OIT and vendors/service providers.
