Job summary

Dallas County in Dallas, TX seeks a Senior IT Business Analyst to provide strategic analysis and translate business strategy into IT solutions. You will ensure end-to-end process alignment, identify operational and financial risks, and help shape technology roadmaps.

You will lead a team of analysts, validate requirements, develop use cases, and support testing and implementation while collaborating with business units and IT staff to deliver value.

Qualifications

• Bachelor's degree in Business, Information Systems or a related field; Master’s degree preferred.
• Five (5) years of job related experience.
• Experience in delivering business analysis and/or in business transformation/optimization or related areas.
• Certifications in Business Analysis, ITIL, and/or Project Management preferred.

Responsibilities

• Interfaces with IT staff and business partners to design new programs, processes, projects and software.
• Coordinates software development activities and assists with testing procedures.
• Researches and prepares statistical reports for management decision-making.
• Ensures alignment between user requirements, funding, technical capabilities and system.
• Leads Analysts, Systems Programmers and end-users in defining system requirements.
• Documents project analysis: BRD, scope matrix, use cases, future state proposals, UAT plan.
• Performs change impact analysis and documents business rules and requirements.
• Identifies and facilitates process design changes for quality and data management improvements.
• Elicits requirements via interviews, workshops, and analysis techniques.
• Demonstrates expertise in Information Systems and provides guidance on best practices.
• Facilitates requirements prioritization based on business value.
