Job summary

State of Washington is seeking an IT Business Analyst – Journey to support PEBB/SEBB programs. The role focuses on gathering, documenting, and validating IT requirements, ensuring compliance with federal laws and enterprise architecture standards.

The analyst will translate business needs into technical specs, facilitate Agile practices, and drive changes across systems and data. Remote position with occasional in-person meetings; open to Washington residents.

Qualifications

• Experience identifying stakeholders and selecting IT BA techniques.
• Ability to map IT needs to business requirements and user needs.
• Understanding SDLC and translating business requirements into functional specs.

Responsibilities

• Facilitate requirement gathering sessions with business users and SMEs.
• Document business requirements, rules, and design specifications.
• Prioritize requirements with business owners for systems and processes.
• Translate business needs into technical requirements and diagrams.
• Create use cases or user stories and support agile work items.
• Support mapping to development sprints and process improvements.
• Develop standards for documentation and project lifecycle.
• Prepare gap analyses and change management plans for deployments.
