Job summary

Qualifications

• Six years of experience and/or education related to the duties of the position.
• Proven ability to elicit, analyze, and refine business needs to align with agency goals.
• Experience documenting requirements with clear traceability and UAT planning.
• Experience applying SDLC and Agile methods in projects.
• Ability to assess system capabilities and enterprise integration needs.
• Strong analytical thinking and problem-solving skills.
• Excellent written and verbal communication across technical and nontechnical partners.
• Ability to collaborate with diverse staff and external partners.

Responsibilities

• Elicit, analyze, and document business and technical requirements for new or enhanced systems.
• Ensure alignment of improvements with agency goals and partner needs.
• Create process maps and user stories to support Agile delivery.
• Evaluate system functionality, identify gaps, and propose improvements.
• Develop clear documentation to support operations and knowledge sharing.
• Develop QA test plans to ensure solutions meet business needs.
