Qualifications

  • Bachelor’s degree in human resources, public administration, organizational development or related field.
  • Five years in human resources with at least two years in supervisory roles.
  • Strong background in compensation, benefits and payroll; knowledge of employment laws and regulations.
  • PHR, SPHR, SHRM or related certification is beneficial.

Responsibilities

  • Oversee salary structures and market analysis.
  • Plan audits, payroll operations and HRIS administration.
  • Ensure compliance with federal and state employment laws.
  • Partner with HR Director on benefits contracts and renewals.
  • Manage broker and vendor relationships; guide City leadership on total rewards.
  • Develop and administer the division budget; manage contracts.
  • Coordinate activities with other divisions and outside agencies.
  • Select, train, motivate and evaluate assigned staff.
