Job summary

Towson is seeking an experienced Human Resources Specialist to provide a full range of HR services to managers and employees. The role emphasizes staffing, pay administration, training, benefits, and labor relations, with oversight of HR staff as needed.

Candidates should demonstrate knowledge of regulatory compliance and the ability to handle complex personnel issues, including interpretation of policies and directives relevant to NF-NAF employment, and work with HR information systems.

Qualifications

• 18 months or more HR office experience with knowledge of at least two HR competencies.
• Experience analyzing, evaluating and recommending resolutions to complex HR problems.
• Proficient in Microsoft Office programs (Word, Excel, PowerPoint, Outlook).
• Ability to work with HR information systems; experience at NF-03 equivalent level.

Responsibilities

• Provides full range of HR services for managers and employees; advises on complex personnel issues.
• Performs staffing, pay administration, training, incentive awards, performance administration, and benefits administration; oversees labor relations.
• Applies regulatory compliance knowledge to address routine and complex issues related to NAF employment.
• Monitors, directs and oversees a team of lower graded HR staff when required.
