Job summary

Nunez Community College in Baton Rouge, LA is seeking an on‑site Human Resources Specialist to support LSBN and drive HR initiatives with confidentiality and independent judgment. Qualifications

• Six years of human resources experience.
• Six years of full-time experience in any field plus three years of human resources experience.
• A bachelor’s degree plus three years of human resources experience.
• An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.
• Experience substitution: Every 30 semester hours earned from an accredited college or university counts as one year of experience toward the six years of full-time work experience in any field, up to a maximum of 120 semester hours (substitutes for up to four years).
• Certification substitution: SHRM-CP, SHRM-SCP, PHR, or SPHR can substitute for a maximum of one year of the required experience.

Responsibilities

• Interpret State Civil Service rules, federal and state laws, and agency policies; serve as SME in HR areas such as employee relations, staffing, classification, and compensation.
• Maintain up-to-date knowledge of SCS rules, handbooks, forms, and resources within agency.
• Coordinate recruiting, selection, and placement activities; analyze payroll action forms per SCS rules and LSBN policies.
• Resolve problem personnel actions in coordination with Civil Service.
• Review and ensure hiring processes comply with state and federal laws.
• Maintain departmental personnel files and reports in compliance with legal requirements and policies.
• Assist the CAO with Civil Service reporting such as OPA, Affirmative Action, and EEO; monitor unemployment and workers' compensation processes.
• Manage the agency Workers’ Compensation Program; participate in investigations and review documentation for claims.
• Serve as Benefits Coordinator; manage vendor selection and liaise with insurance carriers.
• Coordinate annual open enrollment and/or benefits fair activities.
• Provide confidential administrative and technical assistance to the CAO; collaborate with HR staff and agency leaders to meet goals.
• Coordinate special projects and HR initiatives; support performance assessments and process improvements.
• Select and recommend for appointment; orient, instruct, and train employees on job responsibilities; monitor performance.
