Job summary

Grambling State University is seeking an onsite Human Resources Specialist to support the Louisiana State Board of Nursing with accurate, compliant people operations. You will handle recruiting, performance appraisal, benefits coordination, classification/pay, time/attendance, and records management.

The role requires independence, confidentiality, and adherence to state and federal employment rules and deadlines.

Qualifications

• Six years of human resources experience; OR
• Six years of full-time experience in any field plus three years of human resources experience; OR
• A bachelor’s degree plus three years of human resources experience; OR
• An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

Responsibilities

• Interpret State Civil Service rules, federal and state laws, and agency policies for HR areas.
• Maintain knowledge of SCS rules, handbooks, forms, memorandums, and circulars.
• Ensure HR policies comply with state and federal rules and audit criteria.
• Coordinate recruiting, selection, and placement activities per SCS rules and LSBN policies.
• Review hiring processes for compliance with laws and regulations.
• Maintain departmental personnel files, records, and reports.
• Support annual Civil Service reporting and unemployment/workers' compensation processes.
• Manage Workman’s Compensation Program and review documentation for claims.
• Serve as Benefits Coordinator with vendor selection and annual enrollment.
• Provide confidential admin assistance to the CAO and collaborate with HR staff.
• Support special projects, represent the department, and drive process improvements.
• Orient and train employees; monitor performance.
