Bexar County is seeking an Human Resources Business Partner to act as a strategic partner to offices and departments, driving HR initiatives and best practices in employment law, compliance, workforce planning, and total rewards.

Qualifications

• Bachelor’s degree in Human Resources or related field; 3 years’ HR experience or graduate degree
• HR certification (SHRM/SPHR/PHR/IPMA-HR/CEBS/CCP) or completion within 6 months of hire
• Strong knowledge of HR principles including talent acquisition, employment law and compliance requirements
• Strong interpersonal and communication skills; ability to advise employees and management
• Ability to thrive in a changing environment; strong organization and prioritization
• Proficiency with office applications, internet and database systems
• Texas driver’s license or transportation to conduct business daily
• Background check and pre-employment screenings required
• Ability to work non-traditional hours including evenings and weekends
• Public sector experience is a plus (6+ months)

Responsibilities

• Drives and implements change with influence on leaders in employment law, compliance, workforce planning, succession, engagement, total rewards, and compensation
• Aligns County mission with office strategies to drive objectives and guide talent management and workforce strategies
• Identifies opportunities to improve processes and ensures ROI for County initiatives
• Performs market studies and job analyses to ensure equity and consistency across positions
• Assists in compensation administration, classification, and maintenance of job descriptions
• Communicates with supervisors and managers on services, resources, and policies
• Supports annual deliverables including budgets, performance management, rewards, benefits enrollment, and training
• Performs other related duties as assigned
