Job summary

Adams County PA is seeking a Human Resource Manager in Gettysburg, PA to provide strategic leadership of HR for the 51st Judicial District and related offices.

The role oversees full-cycle recruitment, onboarding, payroll coordination, employee relations, and compliance, and serves as a trusted advisor on hiring panels.

Minimum qualifications include an Associate’s degree and 5+ years in HR; SHRM-CP or PHR preferred; a strong public-sector background is highly desirable.

Qualifications

• 5+ years of progressive HR experience including employee relations, recruitment, onboarding, and compliance.
• Experience coordinating training programs and leadership development initiatives.
• Knowledge of HRIS systems and public sector personnel administration.
• Criminal background checks and fingerprinting as directed.

Responsibilities

• Oversee all HR functions for the Court, including recruitment, onboarding, payroll coordination, and compliance.
• Advise on hiring panels and ensure fair and lawful hiring practices; manage background checks.
• Lead updates to HR policies, job descriptions, training programs, and HRIS reporting.
• Ensure ADA compliance and all federal/state/local employment laws; conduct separations and exit interviews.
• Collaborate with County HR, AOPC, and other Court departments.
