Job summary

Champaign Public Library seeks an experienced and collaborative Human Resources Manager to lead all aspects of human resources operations. This role oversees recruitment, onboarding, employee relations, benefits administration, training and development, performance management, compensation support, and compliance with employment laws and policies.

As a trusted resource for staff and supervisors, the HR Manager provides guidance, coaching, and support while fostering a respectful and welcoming

Qualifications

• Bachelor degree in Human Resources, Business Administration, or related field (required).
• SHRM-CP, SHRM-SCP, or PHR certification (required).
• Experience in a library, educational, or municipal environment (preferred).
• Experience with collective bargaining and labor relations (required).
• Minimum of 3–5 years of progressive HR experience, preferably in a public or nonprofit setting.
• Strong knowledge of employment laws and HR best practices.
• Knowledge of Spanish and/or French is helpful.
• Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Responsibilities

• Lead all aspects of human resources operations including recruitment, onboarding, employee relations, benefits administration, training and development, performance management, compensation support, and compliance with employment laws and policies.
• Provide guidance, coaching, and support to staff and supervisors to foster a respectful and welcoming work environment.
• Coordinate staff training programs and professional development opportunities.
• Maintain confidential employee records and support a variety of administrative functions.
