Job summary

Champaign Public Library is seeking a Human Resources Manager to oversee all HR operations under the Library Director. You will guide staffing, employee relations, performance management, and organizational development as a library management team member.

Position requires a Bachelor’s in HR/Business and HR certification, with 3–5 years of progressive HR experience in public/ nonprofit settings. Normal hours are Mon–Fri 8:30am–5:00pm with some evening/weekend events.

Qualifications

  • Bachelor degree in Human Resources, Business Administration, or related field (required).
  • SHRM-CP, SHRM-SCP, or PHR certification (required).
  • Experience in HR in a library, educational, or municipal setting preferred.

Job description

Under the general supervision of the Library Director, the Human Resources Manager is responsible for overseeing all aspects of human resources operations within the Library. This role ensures compliance with employment laws and policies, supports a positive workplace culture, and provides strategic guidance on staffing, employee relations, performance management, and organizational development; serves as a member of the library’s management team.

Schedule is Monday - Friday: 8:30am - 5:00pm with flexibility to attend evening and weekend events as needed.

Open until filled, with first review of applicants starting Tuesday, September 14, 2026.

  • Manage full-cycle recruitment, onboarding, and employee exit processes
  • Lead and manage hiring processes, ensuring fair, consistent, and inclusive practices
  • Serve as a resource for staff and management on HR-related matters
  • Promote a respectful and inclusive work environment
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Lead or support special projects related to workforce planning and employee engagement
  • Oversee documentation and recordkeeping for personnel files
  • Serve on the Benefits Advisory Committee and collaborate with the City of Champaign Human Resources Department to administer benefits programs and coordinate annual open enrollment.
  • Support performance evaluation processes and professional development initiatives
  • Lead employee centralized online training program, Staff Development Day, and other learning opportunities
  • Provide coaching and support to supervisors and staff
  • Performs back up functions to Accounting and other Administrative functions
  • Collaborate with Administration on compensation planning and analysis
  • Participates in departmental and library-wide training and activities, including technology and safety training
  • Provides excellent internal and external customer service
  • Other duties as assigned
  • Proficiency in Human Resources software systems—Tyler MUNIS and Stratustime preferred—along with time-keeping applications, reporting tools, and the Microsoft Office Suite.

  • Valid driver’s license, acceptable driving history, and personal automobile for job-related transportation
  • Satisfactory pre-employment background check
  • Bachelor degree in Human Resources, Business Administration, or related field (required)
  • SHRM-CP, SHRM-SCP, or PHR certification (required)
  • Experience working in a library, educational, or municipal environment (preferred)
  • Experience working with collective bargaining and labor relations (required)
  • Minimum of 3–5 years of progressive HR experience, preferably in a public or nonprofit setting
  • Strong knowledge of employment laws and HR best practices
  • Knowledge of Spanish and/or French is helpful
  • Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities
