Job summary

The Gulf Coast Protection District (GCPD) seeks an experienced HR leader to establish and head a standalone HR and benefits function, delivering recruitment, classification, compensation, benefits administration, and compliance. The role combines hands-on HR work with strategic judgment in a small-team setting, partnering with the Executive Leadership Team.

Responsibilities include maintaining HRIS, policy administration, open enrollment, and workforce planning, while guiding employee relations

Qualifications

• Bachelor’s degree or equivalent professional experience.
• Minimum of 15 years HR leadership experience.
• SHRM certification or equivalent.
• Experience administering group health and governmental retirement plans.

Responsibilities

• Develop and lead a standalone HR and benefits function, aligning with the Executive Leadership Team.
• Oversee recruitment, onboarding, and workforce planning across departments.
• Lead compensation processes, market benchmarking, and benefits renewal with vendors.
• Ensure compliance with federal, state, and local employment laws and internal policies.
• Maintain and improve HR policies, training, and organizational development initiatives.
