Job summary

HR Florida State Council, Inc. seeks an experienced executive HR leader to manage personnel programs, benefits, training, recruitment, labor relations, and compliance for municipal government operations.

The role partners with the City Manager and department heads on workforce planning, policy development, and strategic HR initiatives; leads HR analytics, risk management, and staff development while maintaining confidentiality and high ethical standards.

Qualifications

• Bachelor’s degree in HRM, Public Admin, Business Admin, Industrial Relations, Psychology, or a related field (Master’s preferred).
• Minimum 5 years of progressive leadership experience in a senior HR role.
• Municipal or public sector government experience strongly preferred.
• Professional HR certification (SHRM-CP/SHRM-SCP, PHR/SPHR, or IPMA-HR) within 1 year of hire or eligibility.

Responsibilities

• Partner with the City Manager and department heads on workforce planning, organizational development, policy creation, and strategic HR initiatives.
• Advise executive leadership on complex employee relations matters, organizational restructuring, compensation strategies, performance management, and legal compliance.
• Coach, counsel, and mentor supervisors and employees, maintaining confidentiality and professional judgment.
• Lead full-cycle recruitment, selection, and onboarding processes.
• Manage HRIS and ATS to ensure data integrity, analytics, and records.
• Oversee performance evaluation, recognition programs, and employee engagement activities.
• Administer classification and pay plans, market salary surveys, and reclassification reviews.
• Direct benefits administration including health, retirement, workers’ compensation, leave programs, and vendor management.
• Direct Risk Management programs, safety protocols, and claims administration.
• Design and track training programs covering compliance, safety, leadership, and operations.
• Support emergency preparedness and business continuity planning.
